Harley would have been good, and you wouldn't need to necessarily have the joker on screen to make her fit, just a few shady flashbacks of her being twisted by him in arkham asylum would have been good, she would have had the potential to be a really sickening character. Catwoman is not a bad choice if she is done true to the thief idea, and not some tarty superhero. Bane I am not sure on.
Warner Bros. has announced the official casting of Oscar winner Marion Cotillard and Joseph-Gordon Levitt in Christopher Nolan’s third Batman film, The Dark Knight Rises. Cotillard will play Miranda Tate, described as “a Wayne Industries board member eager to help a still-grieving Bruce Wayne [played by Christian Bale] resume his father’s philanthropic endeavors for Gotham.” Gordon-Levitt will play John Blake, described as “a Gotham City beat cop assigned to special duty under the command of Commissioner Gordon [played by Gary Oldman].” Both actors appeared in Nolan’s 2010 smash Inception. They’ll join Anne Hathaway (playing Selina Kyle) and fellow Inception alum Tom Hardy (playing the villain Bane),
this confirms that JGL will indeed be playing the joker.

NOBODY will expect nolan to have The joker in it. This is why he will do it.
All i know is JGL will NOT be playing some cop. It's a red herring. It's a kansas city shuffle.
I think Tom Hardy will do a great job as Bane. As far as i'm concerned, that character in Batman and Robin is not Bane. Just some meathead with a mask. As mentioned above, Bane is supposed to be really smart.. which is why he's such a force. It would be cool to see a little "Joker in Arkham" scene... and I eagerly await the day (if it will ever come!) that Harley makes it onto the big screen. She has an awful lot of potential if done right!
Anyway, fingers crossed Bane cripples the Bat in this one
